Biography:

Bill E. Carter, Certified Financial Planner and President of Carter Financial Management (CFM), has held numerous leadership positions within the financial services industry and in service to his alma mater, Texas A&M University.  After serving in the U.S. Army,  Mr. Carter began his financial planning career in 1973 and opened his own firm three years later.  In 1980, he formed Carter Advisory Services, Inc. (CAS), a registered investment advisory company.  As a strong supporter of financial education programs, Mr. Carter has served on councils and boards associated with Oakland University, University of Dallas, University of North Texas, CLU-ChFC Visiting Committee of the American College, International Association of Financial Planning (IAFP), and Institute of Certified Financial Planners.  In recognition of contributions to the Financial Planning Department, Baylor University faculty named Carter an honorary professor.

In financial professional development, he served for seven years on the Board of Governors of the Certified Financial Planner Board of Standards culminating with the position of Chairman.  Similarly he served on the Board of the Foundation for Financial Planning and was also chairman.  In addition to his professional affiliations, Mr. Carter has provided management and organizational leadership to many civic and community groups, serving on Boards and Councils for the Senior Source, the Children’s Medical Center of Dallas, the Children’s Planned Giving, Greater Dallas Planning, and the Asian Financial Planning Journal.  He has also served on the Board of Directors for Baylor University Medical Foundation, the Dallas Alliance to Help Eliminate Alcohol and Drug Addiction (AHEAD), the Dallas Foster Grandparent Advisory Council, the Greater Dallas Council on Alcohol and Drug Abuse, the Offender Preparation and Education Network (OPEN), the Board of Trustees for Southwestern Baptist Theological Seminary’s Planned Giving Committee, and the American Diabetes Association.  

Mr. Carter was student body President while at Texas A&M University and was recognized as the Distinguished Military Graduate.  Other honors included membership in the Ross Volunteers, Alpha Zeta, MSC Town Hall, MSC Council, Student Senate, Sophomore Class Vice President, and Senior Class President.  He is currently a member of the Texas A&M Board of Directors of the 12th Man Foundation and is on Councils for the 12th Man Foundation Champions, the Dallas Vision Campaign, the Chancellor’s Century, the President’s Board of Visitors, and Vision 2020.  In the past, he has served on Councils for the President, the Memorial Student Center, the Library, and the Corps of Cadets.  Other service has included the Association of Former Students Board of Directors and Past President, the Dallas Steering Committee for the Capturing the Spirit campaign, and Chairman of the Board for the Texas A&M Foundation.  Mr. Carter is a longtime member of the Association of Former Students Century Club and the Pillars of A&M and A&M Legacy Society at the Texas A&M Foundation.  In 2000, he received the Distinguished Alumni Award.  

Mr. Carter and his wife, Fran, reside in Dallas.
